On Jan. 1, 2024, The Joint Commission will launch a new certification program on the Responsible Use of Health Data™ (RUHD™) for U.S. hospitals. The new certification will provide guidance and recognize healthcare organizations navigating the appropriate sensitivities needed to safely use data for purposes beyond clinical care, known as secondary use of data.
Secondary use of data includes quality and operations improvement, discovery, or algorithm and artificial intelligence development. The certification will provide an objective evaluation as to whether an organization is committed to utilizing best practices in their secondary use of data and promoting responsible use of data by demonstrating established protocols regarding transparency, limitations of use and patient engagement.
Nearly 85% of US hospitals have the capability to export their patient data for reporting and analysis purposes, according to the Office of the National Coordinator for Health Information Technology. However, there is no standard approach to use de-identified data nor to validate best use practices. Organizations working toward standardization may help address the unmonitored handling of secondary health data.
RUHD Certification is based on principles adopted from the Health Evolution Forum’s “The Trust Framework for Accelerating Responsible Use of De-identified Data in Algorithm and Product Development.” The certification’s requirements cover these areas:
• De-identification process
• Data controls
• Limitations on use
• Algorithm validation
• Patient transparency
• Oversight structure.

RUHD certification will validate to patients and other stakeholders that an organization has policies and procedures in place to protect health record data. Hospitals achieving RUHD Certification will be recognized publicly for establishing an objective and rigorous process for meeting the necessary requirements.

Refreshed Accelerate PI™; Dashboard Reports are available for the following organizations:
- Home health and hospice organizations – The refreshed home health care reports contain data through the third quarter of 2022, and the refreshed hospice reports contain data through the second quarter of 2022. Data in the reports comes from the Centers for Medicare & Medicaid Service (CMS) Compare website.
- Primary and comprehensive stroke centers – The refreshed reports for the advanced PSC and CSC certification programs contain data through the second quarter of 2023. The dashboards provide performance measurement data on all the measures that PSCs and CSCs report using the Certification Measure Information Process (CMIP).
The reports are intended to be a springboard for conversations on performance measures and quality improvement during the survey or certification process, as well as a guide to support an organization’s quality journey.
Reports are located under the “Resources and Tools” menu below the DASH heading in Joint Commission Connect®. For PSC and CSC, users must select “Certification” on the home screen prior to accessing the menu.
