The Joint Commission Appoints Two Executive Directors to Business Development and Marketing Division

(OAKBROOK TERRACE, Ill. – February 23, 2017) The Joint Commission announces the promotions of Patrick Phelan, MBA, to the position of executive director of Hospital Business Development, and Julia Finken, RN, BSN, MBA, CSSBB, CPHQ, to the position of executive director of Behavioral Health Care and Psychiatric Hospital Accreditation. Both of these positions report to Brian Enochs, JD, executive vice president of Business Development and Marketing.

In his role, Phelan is responsible for leading strategy and growth for The Joint Commission’s Hospital Accreditation Program and Strategic Business Unit for Certification. Finken is responsible for leading strategy and growth for Behavioral Health Care and Psychiatric Hospital Accreditation Programs.

“Patrick and Julia truly distinguished themselves as associate directors of Business Development both in terms of performance as well as their leadership within their prior organizations,” Enochs said. “Given the continuing importance of these two customer groups, we feel that having Patrick and Julia in these leadership roles will reinforce and significantly strengthen our work to serve both providers and patients in these areas. I am pleased to welcome them to the Division Leadership Team.”

Phelan was most recently associate director of Business Development at The Joint Commission. He has extensive experience in marketing, relationship management and business development in the pharmaceutical and medical technology industries. Previously, he was a territory business leader at Valeritas, a commercial-stage medical technology company, where he oversaw marketing activities for an insulin delivery device. He also was a specialty territory manager at Amylin Pharmaceuticals and a pharmaceutical representative at Pfizer where he was responsible for generating sales, staff training and analytics content.

Phelan received his master’s degree in business administration from the University of Illinois at Chicago, and a bachelor’s degree in business administration, majoring in finance, from the University of Nebraska, Lincoln, Nebraska.

Finken has more than 25 years of experience in health care. Most recently, she was associate director of Home Care Accreditation at The Joint Commission. In this role, she helped the home care program meet its application and revenue targets. She also previously spent nine years as a surveyor for The Joint Commission. Throughout her career, Finken has worked closely with behavioral, ambulatory, home health, hospice, long term care and pharmacy providers to improve their daily operations, quality of care, financial performance, and business and marketing strategies.

Finken received her master’s degree in business administration from the Paul Merage School of Business at the University of California, Irvine, California, and a bachelor’s degree in nursing with a minor in business economics from California State University, Long Beach, California. She is a Certified Professional in Healthcare Quality® and an American Society for Quality Certified Six Sigma Black Belt.
