The Joint Commission and the National Association of Psychiatric Health Systems (NAPHS), the National Association of State Mental Health Program Directors (NASMHPD) and the NASMHPD Research Institute, Inc. (NRI) collaborated on the development of a set of core performance measures for Hospital-Based Inpatient Psychiatric Services (HBIPS). Pilot testing for the HBIPS measures was conducted during 2007, and the Technical Advisory Panel for the HBIPS project convened in February 2008 to recommend seven measures which now comprise the final measure set.
Hospital began collecting data for the HBIPS measures beginning with October 1, 2008 discharges. Updates to the measure set may be posted from time to time as they become available. The measure maintenance process is guided by expertise and advice provided by the HBIPS Measure Maintenance Technical Advisory Panel. Six measures in the HBIPS set were re-endorsed by the National Quality Forum (NQF) on February 18, 2014; endorsement for multiple antipsychotic medications at discharge measure was removed.
