Hospital- Based, Inpatient Psychiatric Services (HBIPS) Candidate Core Measure Set - Last Updated 2/15/08
What's New?
UPDATE February 2008: The Joint Commission and the National Association of Psychiatric Health Systems (NAPHS), the National Association of State Mental Health Program Directors (NASMHPD) and the NASMHPD Research Institute, Inc. (NRI) are continuing to work together to identify and implement a test set of core performance measures for Hospital-Based Inpatient Psychiatric Services (HBIPS). Work on specifications for the following test measures has been completed:
- Assessment of violence risk, substance use disorder, trauma and patient strengths completed
- Hours of restraint use
- Hours of seclusion use
- Patients discharged on multiple antipsychotic medications
- Discharge assessment and aftercare recommendations are sent to next level of care providers upon discharge

Release Notes 1.0f - February 2008
Data collection for the test set began with January 2007 discharges and continued throughout 2007. An update will be posted on the final pilot test results in the near future. The final measure set will be submitted to the National Quality Forum (NQF) for consideration and endorsement. It is anticipated that the finalized set of measures will become available to psychiatric hospitals in the fall of 2008 to meet Joint Commission performance measurement requirements.
