Background
UPDATE January 2010: The Joint Commission and the National Association of Psychiatric Health Systems (NAPHS), the National Association of State Mental Health Program Directors (NASMHPD) and the NASMHPD Research Institute, Inc. (NRI) have finished work on a set of core performance measures for Hospital-Based Inpatient Psychiatric Services (HBIPS). Pilot testing for the HBIPS measures has concluded, and the Technical Advisory Panel (TAP) for the HBIPS project convened in February 2008 to recommend a final measure set.
Work on specifications for the following measures has been completed:
- Admission screening for violence risk, substance use, psychological trauma history and patient strengths completed
- Hours of physical restraint use
- Hours of seclusion use
- Patients discharged on multiple antipsychotic medications
- Patients discharged on multiple antipsychotic medications with appropriate justification
- Post discharge continuing care plan created
- Post discharge continuing care plan transmitted to next level of care provider upon discharge
The Specifications Manual for Joint Commission National Quality Core Measures Version 2010A2 (January 2010) and the January 2010 Release Notes are now available. The HBIPS measure set is available for selection beginning with October 1, 2008 discharges for free-standing psychiatric hospitals and acute-care hospitals with psychiatric units. The HBIPS measure set has been submitted to the National Quality Forum (NQF) for consideration and endorsement.
