APR.09.01.01 vs. NPSG.13.01.01

Q. What is the difference between NPSG.13.01.01 and Accreditation Participation Requirement APR.09.01.01? Both seem to require the organization to provide information about how patients/clients/residents can express concerns about their care.

A. NPSG.13.01.01 and APR.09.01.01 are not the same. APR.09.01.01 addresses provision of notice to the public and encouraging communication about concerns for safety and quality of care provided by the organization. Compliance with APR.09.01.01 does not require educating each patient/client/resident about how to contact the organization’s management or The Joint Commission. NPSG.13.01.01 requires the organization to encourage patients/clients/residents to ask questions and express concerns about their own safety and to provide the means for doing so. Compliance with APR.09.01.01 is necessary but will not be sufficient to comply with NPSG13.01.01.

Patient handbook

Q. We provide our patients with a “patient handbook” that includes information about how to express concerns or ask questions about their care. Is this sufficient to meet Goal 13 EPs 1 and 4?

A. This may not fully meet NPSG.13.01.01 if it does not address the part of the requirement that says, “… and encourage them to do so.” In other words, there is an active component of this requirement, not just giving patients/clients/residents permission to ask questions and express concerns and telling them how to do it, but actively encouraging their participation as required by EP 4.
